Yes — by Thai law, foreigners need an International Driving Permit (IDP), category B, or a national license with an official English/Thai translation, to legally rent and drive a car. Many rental shops will hand over the keys without one on a handshake basis, but that doesn't make driving legal.

The risk isn't the rental itself, it's the consequences: a checkpoint stop without an IDP means a fine, and after an accident insurance will almost certainly deny the claim if the driver didn't hold a license recognized under Thai law. Get an IDP before you travel — it's cheap and takes one visit at home.

Budget rental shops often advertise a car "with insurance," which in practice is just the legal minimum (third-party liability), not collision coverage. Under that policy, any damage to the rented car itself is billed entirely to the renter, out of pocket or the deposit.

Confirm before booking whether it's full collision coverage (covers damage to the car itself) or third-party-only. The extra cost of a few hundred baht a day for real coverage usually pays for itself the first time something goes wrong.

A classic tourist complaint in Phuket: at return, the shop finds a "new" scratch or chip that was never documented at pickup, and keeps the entire deposit. There's almost no way to prove after the fact whether the damage happened before or during the rental.

How to protect yourself: film a full 360° walkaround video at pickup, with the date visible on your phone screen and ideally the staff member in frame or narrating. Send the video to your email or cloud storage right away — not just left on a phone that could get lost.

Booking through a catalog with a deposit model lowers some of this risk: you pay a deposit online to confirm the reservation, then check the full price and the car's actual condition on-site before taking the keys — if anything's off, the deposit is refunded in full.
